A trip to a corner store to buy ice water became a horrible experience for a 10 year old girl and her brother only 2 years old, in South Philadelphia on Tuesday when a man tried to kidnap the girl.

City officials on Wednesday announced a $10,000 reward for the capture and conviction of the kidnapper.

"The message here has to be very clear: Get this scum off our streets," shouted Mayor Nutter during a news conference Wednesday night at police headquarters.

Police released a surveillance video of the attempted kidnapping which shows a man pulling up in a white car near Lee Porter Street in South Philadelphia, in the Whitman neighborhood, and watching the children turn the corner onto Lee Street before leaving his car and goes after them.

Video from another camera shows a man crawling behind the children on the block, then picks up the girl and trying to get away with her. The girl struggles and the man dropped her, then tries to pick her up again before giving up, jumping back into the car and taking off.
