Man arrested after locking up his daughter in metal cage

(Scroll down for video) A man was arrested after police found his little daughter locked up in a metal cage, according to court documents.

The man of Tulsa, Oklahoma, was arrested after police allegedly found his 4-year-old son playing outside naked and his 18-month-old daughter locked in a metal cage covered with feces.

William Lewallen, 47, was booked into jail on charges of child neglect after police responded to a call from a neighbor, who heard a child crying and saw a naked boy in the backyard when the temperature outside fell to 40 degrees.

The neighbor knocked on the door and heard no response so he took the child home naked and called police.

"When officers arrived they spoke with the neighbor and further investigated," the director with the Tulsa Police Department, Leland Ashley, said.

"As they approached the house they could hear screaming and crying coming from within. When police peered through a small window, they saw another naked child about 18 months old, locked in a metal dog crate. The officers broke into the house through the back door, and upon entering they were immediately hit with the overwhelming stench of feces," Ashley said.

Investigators also found another child sleeping in a bed in the master bedroom, near Lewallen, who was asleep.

The suspect said he did not know how the child got outside and how the other child got locked in the cage of the dog.

Police said Lewallen told them that he took a narcotic pain medication, a muscle relaxant and an anticonvulsant drug with a beer and then went to sleep. There was an open beer beside the bed, officials said.

The three children were placed in the custody of the Department of Human Services Oklahoma, but showed no sign of physical injury, Ashley said.

The children's mother had been at work and came home as officers were preparing to leave.
